Service Description: This tool adds the an aggregated value of raster cells which intersect or are contained within the polygon layer as an attribute to the polygon layer. The primary workflow followed in the script is:
1. Raster is converted to a polygon
2. The converted polygon is intersected (or checked for containment) with the input polygon layer
3. The intersected layer is dissolved, aggregating the raster values (based on whatever statistic is required)
4. The dissolved layer is joined with the input polygon layer
